How do you test hacks with one license?

I was just about to buy vBulletin, but I need to know, how do you test your hacks with one license? My experience has been with YaBB where I have a test forum and a live forum. How do you do this vbulletin? Do you have to do things on your live forum? That seems scary. Sorry total newbie here!

I think you're allowed to have 1 offline test forum with your license. It can't be accesible from the ourside however.

this additional forum has to be .hta enabled as well,

You can also set up a localserver on your computer and you can run vBulletin on that. That's what I do.

Can't you just make a passworded directory called VBTEST or something?
I remember reading something like that a while back...

Yeah, you can only have 1 test board and the directory name must be "testvb" with .htaccess protecting it.

It cannot be available to public.
