how do i take off the "Nav Bar"

All we can see is that you have a stock vB as guests. Care to elaborate?

to to your template editor, look for
"Navigation / Breadcrumb Templates"
then go to:
"navbar"

and edit it.

it beleive it starts at "<!-- nav buttons bar -->"

Which one you want gone?
The one under your banner , or the other one?

also, your forum looks funny on any resolution other than 1024x768 since that banner has a fixed width of about 900px. Higher, and it's too small, lower and it's too large.
