Couple Questions...Please Help

this may have been posted before.
i did a search and cannot find what i'm looking for.
i migrated from phpbb and vbulletin 3.0.3 w/ vbportal.
can i do the following with vbull?

* setup where if users had under 25 threads made than they cannot enter a specific forum? the users can still see the forum name and description but unable to enter the forum which will result in a message saying, "you need 25 threads made in order to enter this forum".
* i had a "download add-on" for my old forum which gave me the ability to set download quotas for each registered user. meaning that whenever a new download was available for downloading, each registered user had a download quota of approx 100 megs for that particular download. mind you that for every download, each registered will have a seperate download quota for that particular download. this also gave me the ability to set permission so that only users with so many post/threads were able to download this particular file. this add-on also prevented the link to these downloads from being +++++d out to other websites/forums. so that unless you're logged in, you cannot download from the link provided.

please help
any help on how to achieve these results will be greatly appreciated.
thanks in advance.

I don't know about post count affecting forum access, but you can do that with usergroups pretty easily. Just set up a secondary registered usergroup, and then a promotion when they reach a certain level of posts so that they slide from one group to the next automatically.

As for the second question, I have no idea. sorry. :ermm:
