non-stationary header

anyone know how to achieve a non-stationary header like http://www.phpadsnew.com ?

i tried modifying a script i got from dynamic drive but i cant get it all the way to the top>_< so does anyone know of a code snippet, tutorial, or how to on this?

you mean that header is running after you when you scroll down ?
