Forcing Image size

Is there anyway you can force image size, say for example a max midth of 500 pixels even if the pic is linked? So if soemone has linked somethin over this, the link isn't declined but rather re-sized.

Reason being is that I use my General Chat forum as my news section on my front page and no matter how much I moan, people still never re-size their images.
