Fine tune permissions ?

I have posted this question on vbulletin.com and they told me my queries where feasable but not available my default, and suggested that I ask here... So here I am :o

We are trying to fine tune some of the options of our boards, in order to make some options accessible only to some given usergroups (the ones using paid subscriptions for instance).

One of the settings we would like to change is this one :
- global boards permission for signatures : NO images
- specific usergroup permission for signatures : can post up to x images

Also, is there a way to controle the extension of uploaded avatars ? Let's say I want my regular members to be able to upload only jpg avatars, and members of a special usergroup to also be able to upload gifs and pngs, and sfw avatars. Is that possible?
