What costs are involved
 
From what I understand so far, I will need to register a domain name and pay for web hosting. Other than that, is there any other costs involved in running a forum.

I use yahoo, cost 19.95 a month, has sql, 2 gigs storage, 50 e mails, etc...
I think domain name was free from them.

I'd buy the domain seperately from the host. Less issue if you transfer somewhere else.

Depends entirely on the complexity of the site, its features, traffic, consequences of downtime AND: your own skillset. Most people here on vbulletin.org have some degree of competence to be hacking their vbulletin scripts, so take that into consideration.

Dont use yahoo, I called tech support today, and they restrict web upload, no doubt to prevent their servers from being infected, but it kinda trashes the BBS idea from occuring on their servers

Spend your $85 more intelligently than on vbulletin, it is way to much for a bunch of text files
