stationary header?

how can I make the header always stay in place but the rest of the page scroll?
like here: www.formula1.com

cant tell you exactly since right clicking was disabled, how gay!!

anyways it could be frames which is most likely:)

view source if they disable right click :) and the way they did it i'd have to go with the frames idea as well
