I have a problem on my site with users giving bad karma and then having it returned directly. I wanna limit a timeframe to a number of days before rep. (good or bad) can be retuned to a giver.

I can't help directly, but increasing the reputation spread to 2-3 and limiting to 10 rep a day should mitigate your problems a bit. :)
