Using a Usergroup as a Joinable Usergroup Leader?

Is there a way to have usergroupA be the leader of joinable usergroupB, so that anyone in usergroupA has the ability to accept or deny member requests to join usergroupB?

And if this is the wrong place to post this, I apologize in advance.
