Being new to VB i not sure if this is yet made, so sorry if so....

Is there a way to use the sql details from VB members to allow access to a non forum page ?

Use would be, to join and sign up on a forum, then would have access to view another area of a site. ie database, customer support area, and so on.

If possible a way also to pull member group permission also, so can be based on permission from forum, so that once in this group they can access the area, with ways to allow multiple groups.

The easiest way is to include global.php into your non forum pages, then you can use the whole vbulletin engine to determine permissions or usergroup and so on.
