Point system with pay for attachment

Just like the title. I wonder can anyone make a points system where you can post to get points, then the author of the thread can check whether they want ppl to pay for the attachment or not..and the money will go to the author.
I saw this in a chinese forum and think this is a good mod.

hope someone understand and can make this :D

For just the point system, you could have a look at Ushop.

but I want the pay for attachment the most..
I know there are quite a lot of point system..
but none of them has this feature.

Actually AFAIK there are only 2, uCS and Yoshis, and Yoshis is unsupported right now.
