How about a hack that will automatically apply a preset Alt Attribute to all uploaded pics????

They already do. Mouse over an attachment.

Hmm. I'm not sure this'll work for you, but mouse over an image on mine.

(I think guests can see images)

Here's a small pic that shows it works here.

The rest sounds like you'd need to do some hacking. Hopefully someone can help you there.
