Little blob under navbar

I have seen this in other places as well, it doesn't occur on all styles, but it's a little blob under the navbar, in the centre of the page.

It looks to me like some kind of vestigal welcome box..

It's to do with the category spacking modification. I thought in vB3 with the conditional that it was fixed. Either way it's just a little template mod :)
