PM attachments (redone)

i relize this hack is out already but i think it needs to be redone, the current hack is based off the atachment database for vb3,

now im not certain, but, for me whenever i got a PM that had a attachment, it too ages to load the PM, and i think that might be the reason why

also since the current one was made for RC3, there are bound to have been many ways to optimize it since then that should be done :)
