How to limit downloads

Is there any chace to add ppl some special points in which they can download (open threads) if they got some special points. like I got forum mp3 music and every member will got some special points which can be added only by admins so every thread member opened is special forum will costs him some special points and if special points not enought - he just cant open thread.
