Selected usergroups can see board when busy

Well, English is not my language, so excuse my expression errors.

With this hack, selected usergroups will be able to browse the board without seeing the "server is too busy at the moment" message, even if the server load is higher than the amount specified. It?s customisable in Admin CP.

I use it to allow access to my premium members and staff with priority respect other usergroups.

The hack is inspired in https://vborg.vbsupport.ru/showthrea...threadid=56630 for vb 2.3.x, of Gary King, author of the original idea.Thanks a lot for his permission.

I am not a programmer, so I post this hack in Beta Releases. If any can improve it, fine. For me it's working Ok :)
