Problem with index.php?
 
When I asked the company hosting my board why my forum took about 12-15 seconds to load, they said "The problem is with a vBulletin script that loads an index.php." Anyone know how to correct this issue?

Well ... that's not much information, in fact there seems to be no information at all ;)

What problems exactly should be caused by index.php?
Do other files (forumdisplay.php for example) load correctly?

Did you turn on debug mode so see what actually takes that long (my index.php is being generated in approx. 0.18 sec) ?

upload a fresh copy of index.php. I had this problem once and it was due to a corrupt file. reuploading fixed it.
