Pretty cliche forums there; Not a lot to offer for visitors which they would sign-up for...

If you can't really make a forum skin yourself, mabe look into a service request at vbulletintemplates or else some good quality pre-made vbuletin skins at http://www.extremepixels.com/

You may also want to look into some customization of the forums such as more end user options.

yes the basic vbulletin skin will most likely not bring many new members and nothing else is there to intise(sp) the users into registering. I would suggest finding a design firm, person, or company to give you a layout with you can not make one yourself. I would also like to know your forums main angle or topic such as your forum right now doesnt presents its topic clearly and i as a user would not know if i wanted to register cause i dont know whats its about.

So those are some of things i caught right off the bat and i wish you luck with your forums;)

I agree with the people above me, do something with your style. First step is to change them from default style. I suggest using the colors from your header image to make a color scheme that fits on your forum.

Secondly, you're not really offering anything another forum doesn't. There are way too many general chat forums existing, so it's very hard to build up a solid posting member base. I suggest selecting a concept, one single concept for your forum, and sticking to that. Broad ranges of forums isn't always better.
