1)Am i allowed to use vB 1.1.5 for a forum soft?(LOL!FOund it at the net!)
2)Was ever vB free? :ermm:

you better ask those questions about licenseing issue over at vbulletin.com, they can give you definite answers, but iirc both can be answered as no.

1.) No! This is considered piracy.

2.) Yes, there was at one time a freeware version but was limited in functionality.
