Install on computer

Hello.
I have posted a thread here before, it might be seen on this page still but who cares.

Anyways, one week ago I mailed sales@vbulletin.com regarding a question I had. It was about wether or not installing vBulletin Owned Licence on my home computer (router protected, so NOT (!) public!) to do preliminary codemodifications would be legal or not.

I have yet to recieve a reply, and the thread code which they gave me in the email to check for replies now gives me an Access Denied error.

Hence I ask to you:
Would it be legal to purchase owned licence and install it on my non public home computer, while in wait for hosting issues to resolve?

Thanks for any contstructive replies,

Thanks for the quick reply, now I can get some speedup and maybe actually have the forum ready by the time a host presents itself. :)

BTW: It says that in the licence agreement?
Bastards... I must of missed it or not read it all. *goes to vbulletin.com*
