Simple Script Help

I want to create a SQL script I can run manually (or ideally as a monthly cron). It would reduce the Reputation Points of 2 specific user groups by 1 point each time it is run if they haven't posted anything in the last 30 days. Any ideas?

VB - 3.0.0
MySQL - 4.0.18
PHP - 4.3.6
