Limit to Soft Deletes Only
 
I would like to make it where only the Super Administrator (Myself) can hard delete anything.

How can I do this via a hack? Or is this a standard feature I am failing to see?

No youll need to hack for this one, because Mods i dont think they can, Smods are admins with out admincp access. and i know by default admins can do this. good luck :)
