Creating New Phrases

I just upgraded to the newest version of VB. I'm working on installing hacks and modifications but I get totally lost when it says to create a new phrase. I'm sure it probably easy, but how do I do this?

Admin CP -> Phrase Manager -> Add New Phrase -> Select the Phrase Type that the hack says to use and enter the other details.
