Upload attachment from one page to different forums

Scenario

My website has a lot of retarded users who are blind and post attachments in wrong forums. I shouldnt really blame them as there are too many forums. Therefore, I need a script that will upload attachments from one single page to different forums.

Mod requirements:

I'm looking for a mod that will allow my users to upload attachments from one page (for ex. upload.php). This page will have jumpbox for example:

Jumpbox with following options -> Select appropriate category, then another jumpbox will open up after selecting category, which will have options to select appropriate forums inside that category.

The upload page should also have a post box to type any message after uploading the file.

Once the user posts the submit button, a new post should be created in the selected forum automatically also attaching the files.

Removing the attachment box from the newthread posting can be a problem. I am not sure how vB works. But suppose if I remove the "manage attachment" box from the new thread page, will it also disappear in the pages that has attachments uploaded from upload.php?? That means the user cant really edit his attachments after posting. Dunno how vB works in this regard, so please let me if theres a workaround for this.

I hope someone can help me with this mod, or tell me where to start from and give me some idea. I am not that good with php and fairly new to vB, so any help in this regard will be great.
