there is a very annoying user that I want to delete.
But when im deleteing him he creates a new account.
What I would like is to ban his E-mail so he coudnt register with the E-mail he speciefied (he is using a changing ip so the ip ban wouldnt work).
please help, thanx.

You can ban emails already via the CP->Options page.
