link tag for stylesheet when saved as file

I have my stylesheet saved as a file. My page source has this code at the top:

<link rel="stylesheet" type="text/css" href="clientscript/vbulletin_css/style-68f7f3b8-00001.css" />

I can't find this code in the templates or in any of the major files. Where is this code generated? I need to make the href an absolute path.
