Allow Admin to Post in Locked Forums

I would like (administrator) to post in locked forums, neither vB2 or vB3 allow this. Gary W was nice enough to generate a hack for this with vB2, when I referance the vB2 hack to vB3 they are not compatiable. All he did was make 4 different edits, but not being that good I cannot figure it out. Could someone help me out.

PS and I am not talking about posting in closed thread I am talking about Locked Forums

You can achieve this through the permissions system, where you only allow admins to post, but it's locked for all other usergroups.

I have an annoucements section like this.

I have already done that, all permissions are set to yes and I asked at the vB site and they did say admins cannot post in Locked Forums
