X posts before Private Messaging Enbled
 

I run a board with a large support section to it, and I frequently find that new members abuse the PM system by sending mass "help me plz..." messages to mods.

Is there a way to enable private messaging to all user with more than x posts?

You can always do this via the promotions system. Just make a new usergroup, and under the old group set it to promote members based on post count, and/or reputation and what not.
