Minimum post count before downloading attachments

Well i've played around with vB a bit and I cant seem to find a feature that will only allow users with a post count of more than the defined amount that the admin wishes before they can download zip file attachments.

Any way to do this?

This can already be acomplished with vBulletin 3 by using secondary usergroups & promotions.

Change the register usergroup so they cannot upload or download attachmnets
add a new usergroup and set their permissions so they can
Add a new promotion based on any of the requirements you want, and hit save.

will this block them from see the images that were uploaded as attachments? If so I need a way around that. I just want it to block them from downloading zips. :)
