admin entering in the time from admin panel

i know they have time zones but thats not what im talking about

say my computer time is 11:47 and no matter what i want the time on my forums to reflect the time on my computer so.... could there be some hack that would give the option for admin's to just enter in a time and that would update the forums globally?
