How do i create a header and navbar like the one on vbulletin.org? (dark blue style).

I mainly want to know how to make my own navbar? so that it includes the links to "users online" Home","Forum", "gallery", User Cp, faq, search, log out.

And how do i ensure that the links are the full paths as i will use the headers on non-vb pages also??
