Turn on contact form, while board is off?

I would like to be able to turn the contact form on, while the board is closed. I think this would be a useful hack for people who want to be able to receive feedback while their boards are being upgraded. I haven't yet opened my board yet, but it's not really new. It's a board that is re-opening under a different name, and it will have new members. I want users of the old board to be able to send me feedback, and apply for moderator posistions using the contact form. Is there anyway to turn it on, and set it up so that someone could enter their e-mail address?

1- find a feedback mailing script that does what you want and install it. (it should be NON-vbulletin integrated so for instance Erwin's feedback form hack wont work)
2- Edit source code of its user interface (= where users fill the form) and copy its source code.
3- edit global.php, find this line:

replace it as:

create a new template named "feedbackform" (in all template sets you have) and put the source code you copied above inside it.
