Does this hack exist?

I am an Administrator for a programming community and as previous members to other coding communities, I noticed that many people wouldn't sign up due to they could come take code and leave. There was pretty much no reason for the guests to sign up 'cause the code was universably viewable.

With the above in mind, is there a hack out there that displays some custom text in replace of the code & php tags for guests, not logged in and coppa users?

If so, could someone please direct me to the right place, otherwise.. do any of you think you could make a hack for this purpose?
