it says that so i can't veiw buttons or attachments i dont own a website yet.. im decideing to get on and put hack on it but i can see what system to get, im in the decideing process and i cant see anything could someone help me?

You cannot access hacks until you own vBulletin because unless you have vBulletin, you have no possible use for them.
