I don't think so.
VB3 has a different system.
vBulletin has removed all the text from the templates to a language file.

You only need to translate the file.

thank you again for replying me :-) ok! but the main problem how can i do that? :-( i did buy the lisence already and i can use it! most of my friends cannot speak English! so who can i ask to help me in this! do you know anyone to help me ASAP please!
