1. I don't believe so.
2. No, because vB3 is fundamentally different from vB2. However, many vB2 hacks are vB3 standard features.

When you buy vB, you can download whatever version you want; NTLDR said the two versions that are currently available. That means that when vB3 comes out, if you're still using vB2, you don't have to pay anything extra to download vB3.
