I want to know if you don't have a vbb licensce can I still make skins for it but not use vbb

You couldn't. Why not? Because you need vB to make style sets in the first place.

No one can stop you from making skins for vB, or selling it privately on your site, or another site. Usually, you would need a vB forum to demo the skins. As long as the vB forum has a valid license.
