Turning on the IMG source code on the main forum

I recently purchased version 2.3.0 and so far its been great.

right now on the main forum when you try to put an image in a posts using [IMG] imageurl [/IMG..] (DOTS SO IT WONT SHOW A X BOX.) it will just display the URL

i noticed that it shows on the main page that [IMG] code is OFF .. so i looked high and low but can not find were to turn it on.. can someone please help me!
