I am not sure is there such a hack already
but I wonder how do you make it will show rules when they are posting. just like rules will be above the tool box, so they see when they are posting,

yes I know a hack released for that but I don't recall the name.. I suggest you browsing the hack database for a while

btw if rules are forum wide and applies to all new threads, you can edit newthread template and add them there instead of hacking. My hack suggestion was assuming you are displaying rules in certain forums or differently in each forum.
