Argh - Can't quite figure it out.

Hey, my forums (http://www.christiandiscussionforums.com) has a brand new style added. I have the shoutbox installed as well. What I want (and have been hopelessly trying to do) is make the shoutbox in one of the forum "sections" with the graphics at the top.

I created an empty forum called "Bulletin Box" that I want it in, but I don't know if that's the best way to do it or what. Can someonme help?
