mouse over hex code

i used to have this program when you opened it and put your mouse over anything on your screen, any pixel it would tell you what the hex code no matter if it was a webpage or desktop icon. anyone know where i can find this again?

This can also be done through Dreamweaver (Yes), Flash (mmm...) and such like programs :D
