Rating Threads or Members?
 

Two questions about vBulletin's capabilities:

1) can members rate the quality or their interest level in a post or a thread? If so, can vBulletin be configured to push the higher rated posts/threads to the top of the list?

2) this one may be a bit more difficult. But is there a hack to allow members to rate other members? For example, some of my members are experts and some are novices. I'd like for those that are considered experts to maintain a position in a thread which is consistently higher (closer to the top) than those with lower ratings. Has anyone seen something like this?

Thread rating is standard in vBulletin.
User Rating will require hacking but I believe there is a hack in the database for it:)
