only allowed one new thread a week?

On webhostingtalk.com in their advertising forum you can only create one new thread every week. Does anyone know how this is done?

Also I took Erwin's advise for making a thread a link by using </A><AHEF="">Go</A> as the new forum name but on the forum home shows 0 posts and 0 replies.. On here it is blank. How do I get rid of the thread stats?

I tried making links to my sub forums today by adding the html to link it in my forum discrip that goes under the forum name.. but now it cuts out some of the text..

Any help with these three ideas would be great....

I would be interested in this too :) I know there's a hack for it but the hack I know of does it on every forum and I only want it to operate on an advertising forum
