Can someone tell me how to do this running a query?

I want to set all my users to receive emails from admins (so I can email them one time before I delete all inactive).

And if possible, another query to set all users to receive emails once their threads are updated. That way I might get some people to come back to look at a post they have left on the boards and forgot :D
