I need a hack that will allow a forum moderator to move any threads in the forum he moderates to any other forum (he can do it only to the forum that he moderates).

Go into the ADmin control panel. Go down to user groups and permissions.

Click modify forums. In the forum list in the right adjust the permissions for each auto-generated group to allow this.

I dont want that all moderators can move all the post of any forum (or some forum). i want a hack that will allow a moderator to move threads just in teh forum he moderates. (if i will do as you said, all the moderators will be able to move threads in the forum i selected)

Make that certain mod a Super Mod!

I have it set up that way and my moderators can only move threads out of their forums. They can not move them unless they are assigned that forum. Don't understand why it is a problem on your Board.

The two people I have assigned Super-Moderator status can move and/or edit threads in every forum.
