Problem with ismoderator and PM thead users hack

Judging by the behaviour of my board after implementing the PM Thread Users hack, the ismoderator check only returns true if the user in question is a Super moderator or Admin.
I suspect that this is not what the hack code is intending should happen or what I'd expect to be happening.
Is this a problem with the hack or my board or my expectations?
