Block Thread Reply For Certain Users

I run a forum for brides to be.

And i have descovered i would like to block a certian user from replying to "certain" threads.

I know i can block him from certain forums , but the thing is sometimes you get a thread elsewhere that doesnt belong in that forum.

So a block user from xx thread hack is the only solution i can see. (apart from banning him).

Any ideas ?
