Enhanced Quote Boxes

Does anyone have the PHP skills to enhance the Quote box so it displays as shown on the picture in the zip file?

Also included is a couple of graphics to make it happen. Obviously they would need to be changed as they have been pulled off another site, but it's an example that can be used to really polish what vBulletin looks like.
