I don't believe the error can be fixed in the admin control panel. Try uploading your original (backup) copy of /admin/functions.php and then re-apply the hack to it.

Fatal error: Call to undefined function: vbsetcookie() in /home/restless/public_html/admin/sessions.php on line 241

Reupload an unhacked functions.php like Rose said. Or look at line 814 and see if there is something missing or added on.
